The Atlanta Federal Penitentiary was a maximum security facility when, because of it's age, a decision was made to close it. Inmates and staff were being transferred to other facilities. Then it was decided that all Cuban detainees from the flotilla would be housed there. It became necessary to employ, train new staff, and attempt to control a population of a totally new culture in an environment totally foreign to them.
